Governor Morrisey Announces

Charleston, W.Va. – Governor Patrick Morrisey is pleased to announce today that the Trump Administration has formally approved West Virginia’s broadband development plan, clearing the way for the state to begin connecting more than 73,000 additional locations to reliable high speed internet services. The investment marks a major step forward in expanding opportunity, strengthening rural communities, and supporting long-term economic growth across West Virginia.
West Virginia BEAD Location Story Map – updated
On November 21, 2025, West Virginia received federal government approval of its broadband deployment plan through the Broadband Equity, Access and Deployment (BEAD) Program. Eight subgrantees are slated to provide high-speed internet service to more than 73,000 locations.
In light of this, the West Virginia Department of Commerce Division of Economic Development, Office of Broadband (WVDED), has updated its BEAD Location Story Map. This tool visually walks through how WVDED identified locations eligible for the program, deduplicated and cleaned this data, and carried out the selection process with final results. WVDED will continue to publish more information as it become available.

Gov. Morrisey Announces Final Proposal To Connect 74k with High-Speed Internet

Charleston, W.Va. – Governor Patrick Morrisey announced that West Virginia has submitted its Final Proposal for Broadband Equity, Access, and Deployment (BEAD) funding.
“I’ve just recently submitted an application, our final application, to the Trump administration to bring broadband coverage to 74,000 new locations in West Virginia,” said Governor Morrisey. “This is really exciting and arguably the biggest economic development initiative we’ve seen in West Virginia’s history. It has the potential to transform the Mountain State – a major investment in digital infrastructure. And we’ll be able to better connect so many thousands of West Virginians to each other.

West Virginia BEAD Final Proposal Available for Public Review

UPDATE: The Public Comment Period ended August 26, 2025
Charleston, W.Va. — Today, Governor Patrick Morrisey announced that West Virginia’s Final Proposal for Broadband Equity, Access and Deployment (BEAD) funding will be available for public comment, beginning August 19, 2025. The draft Final Proposal is available here.
“I am pleased to share the BEAD Final Proposal with West Virginia and the nation,” said Governor Morrisey. “We are completing the final steps toward securing this critical funding and expanding broadband throughout West Virginia. This historic investment will advance our work to attract new investments in our state, grow jobs, and make West Virginia the best state in the region to own and operate a business. We will maximize the impact of this funding and ensure that broadband connectivity reaches every corner of the state.”

West Virginia BEAD Draft Subgrantee Agreement Available For Review
The NTIA Final Proposal guidance requires publicly posting a draft of the draft agreement “prior to provisionally selecting subgrantees.” This is noted on pages 37-38 of the NTIA’s Final Proposal Guidance.
It states, “Prior to provisionally selecting subgrantees, each Eligible Entity must publicly post a template/draft of its broadband deployment subgrant agreement for transparency purposes, to demonstrate that all required components, including alignment to the BEAD Restructuring Policy Notice, are included.”

Governor Patrick Morrisey Awards Broadband Project Funding in 10 Counties
June 19, 2025
Charleston, W.Va. – Today, Governor Patrick Morrisey announced funding for broadband infrastructure deployment projects in 10 counties in West Virginia. Partnering with five different Internet Service Providers, this announcement will facilitate the expansion of fiber-to-the-home broadband infrastructure. With the installation of approximately 362 miles of fiber infrastructure, 2,897 locations will gain access to high-speed reliable broadband in Calhoun, Doddridge, Gilmer, Grant, Jackson, Lewis, Mason, Pendleton, Preston, and Putnam counties.
“Expanding broadband access is essential to the future of West Virginia, and these projects represent a major step forward in connecting communities across the state,” said Governor Morrisey.
Below is a list of each award announced by Governor Morrisey:
- $2,779,895 to Citynet: Calhoun County, Doddridge County, Gilmer County, Lewis County
- $7,744,946 to Comcast: Jackson County, Mason County, Putnam County
- $10,333,384 to Digital Connections, Inc. dba Prodigi: Preston County
- $9,920,660 to Spruce Knob Seneca Rocks Telephone: Pendleton County
- $3,822,632 to Micrologic: Grant County
These projects are funded through the ARPA State and Local Fiscal Recovery Fund (ARPA-SLFRF), and Capital Projects Fund (ARPA-CPF) through West Virginia’s Line Extension Advancement and Development (LEAD) program. Eligible locations were determined by the 2024 BEAD challenge process and made available for funding as part of the Application Extension Round.
All awards will be made available to view in the West Virginia Broadband Investment Plan Dashboard.
