The West Virginia Department of Economic Development will open the second round of the Line Extension Advancement and Development (LEAD) Program on February 17, 2023. 

LEAD Round 2 Program Procedures have been published to this page. The Department will be conducting a LEAD Round 2 webinar for interested parties on February 17th, 2023, to discuss new updates. Also on February 17, 2023, the Department will publish an updated map of Targeted Addresses that will be eligible for the LEAD Round 2 program. An invite to the webinar will be issued next week. 

The Department has allocated approximately $30 million to the LEAD Round 2 grant program. The application window will be open to submit applications between 9 am February 17, 2023, and 11:59 pm March 22, 2023.
