Council Releases “Analysis of State Right-of-Way Report”

The West Virginia Broadband Enhancement Council released at its October meeting an "Analysis of State Right-of-Way (ROW) Policy and Fees" for contiguous states and states of similar size and topography.  The Tilson report offers a view of how other states handle similar scenarios which deal with broadband and telecommunication development and implementation.  The report was prepared by Tilson Technologies which was contracted by the Council to serve as its technical consultant. The ROW report relied on statutes, policies and conversations with officials in other states for its findings. The Council will utilize this information as another valuable reference in its partnership with the state Division of Highways "to provide a uniform and efficient system of broadband conduit installation coinciding with the construction, maintenance, or improvement of highways and rights-of-way under the oversight of the Division of Highways" [House Bill 4755 excerpt].
